Like an octopus' brain this extension of the head represents a creature with the ability to input chemicals into a human head in order to extend the neural network of the brain beyond the human head. This could be used to extend or store memories or alternatively could input psychoactive chemicals which may regulate chemicals and hormones in the body, in this case benefitting the treatment of psychiatric disorders.
